She ended up near the baggage claim area, along with other passengers from the flight.
Air Canada quickly contacted the Canada Border Services Agency (CBSA) once the mistake was discovered, and the remaining passengers were redirected to customs. However, ten individuals had already left the airport. Air Canada is now trying to reach these passengers.
Badenoch, as of Friday afternoon, was still waiting to hear from the airline, despite reaching out to both Air Canada and CBSA. She wondered what she should do next, raising questions about the situation. "I don't actually know how this happened," she said. "I'm kind of curious to find that out as well, because in hindsight I'm wondering, do I have to do something now?"
Christian Lane, a former CBSA intelligence chief, called this a "serious breach." He explained that these ten passengers hadn't been examined by an officer, as required by both the Customs Act and the Immigration and Refugee Protection Act. Their entry status is currently uncertain. He anticipates a thorough investigation to determine the immigration status of the ten people and what they may have had in their luggage.
Lane also noted that Air Canada could face consequences, as airlines are responsible for directing international passengers to CBSA agents. The CBSA confirmed that ten passengers left without clearing customs and is following up with each traveler. According to the Immigration and Refugee Protection Act and the Customs Act, airlines must present their passengers to the CBSA for examination upon arrival in Canada. Failing to do so can result in significant penalties.
